Slaking Beats Legendaries on Paper, and Game Freak Made Sure It Never Would
A base stat total of 670 puts it above Zapdos. One ability takes half of it away, on purpose.
Slaking is a Normal-type sloth with no evolution gimmick, no legendary status and no signature move, and it has a bigger stat total than most of the birds people build teams around. That is not a quirk of the maths. It is deliberate, and the way Game Freak took it back is one of the cleanest bits of design restraint in the series.
The numbers are not close

Ninety points clear of a legendary bird, and ten short of Mewtwo. Slaking is not nipping at the heels of the legendaries — for most of them it is simply better. Its Attack sits at 160, higher than Zapdos has in any stat, and its HP is 150. On a spreadsheet this is a top-tier sweeper that happens to be catchable in the early game.
Then you read the ability
Slaking has exactly one ability, with no alternative and no hidden option: Truant. It attacks, and then it spends the following turn loafing around. Every other turn, it does nothing.
Halving a Pokémon's turns is not a soft nerf, because a battle is not a damage race — it is a race for tempo. A free turn against Slaking is a free switch, a free setup move, a free heal. Its opponent gets to act twice for every once it does, which means those 160 Attack points buy far less than the number suggests. Give Slaking any other ability and it would rewrite competitive play. It has never had one.
They did it twice
The thing that convinced me this is design and not accident: Regigigas has a base stat total of 670 as well. Identical. And Regigigas has Slow Start, which halves its Attack and Speed for the first five turns of every battle it enters.

Two Pokémon, the same total, and two different mechanisms for making sure that total never lands. This is a studio that decided 670 was a number a non-legendary could have, as long as it came with a lock on it. The stats are the fantasy; the ability is the price.
The dex was telling you all along
The flavour text and the mechanics agree completely, which is rarer than it should be. Slaking is described as the world's laziest Pokémon, a creature that lolls around all day and eats whatever grass happens to be within reach. Truant is not a balance patch bolted onto a monster. It is the character, expressed as a rule.
Which is why the "Slaking is stronger than a legendary" fact is more interesting than it first sounds. It is true, on paper, and the paper is the point. Game Freak wrote down what an unrestrained Slaking would be worth, and then made absolutely certain nobody would ever get to hold it.
