The Highest HP in Pokémon History Belongs to a Pink Nurse
Blissey has 255 base HP. No legendary, no box art dragon, no Mega has ever come close.
Ask someone to name the tankiest Pokémon and you will hear Snorlax, or Wailord, or a legendary with a long name. The actual answer is a round pink creature in an apron that carries an egg in its pouch and whose entire personality is being kind to people.

255 is not an accident
That number will look familiar to anyone who has worked with a byte. 255 is the largest value a single unsigned byte can hold, which makes Blissey's HP not merely the highest in the series but the highest the format can express. There is no room above it. Blissey is at the ceiling of the data type.
Its pre-evolution sits at 250, five short. That gap is the whole reason the record is interesting: Game Freak deliberately walked Chansey up near the limit, then pushed Blissey to touch it exactly.
What it costs
Blissey's stat total is 540 — respectable, not extraordinary, the same as Gyarados. And most of it is spent on that one number. Its Defence is 10. Ten, the same as Shuckle's Attack, and among the worst in the game.
The result is a creature that survives special attacks almost indefinitely and folds to anything physical, because a huge health pool with no Defence behind it is a big bucket with no lid. Blissey is not tough. It is enormous and undefended, which are different things, and the distinction is what has made it a fixture of competitive play for twenty years rather than an oddity.
The lore is not a metaphor
“It has a very compassionate nature. If it sees a sick Pokémon, it will nurse the sufferer back to health.”
Blissey is a carer. Its entries describe it sensing sadness through its fur and travelling any distance to reach the person feeling it, and the eggs it hands out are described as making whoever eats them kind. Every Pokémon Centre in the series is staffed by its line.
Which makes the stat spread read as characterisation rather than balance. The most durable creature in the franchise has no attack to speak of and no armour. It just has an enormous amount of capacity to keep going, and it spends all of it on other people.
