Froslass Was a Woman Who Died on a Mountain

The dex says she was reborn as it. It also says what she does with the people she freezes.

Froslass is a Snorunt that evolved with a Dawn Stone, and the games are unusually careful about who is allowed to become one: only female Snorunt can. That restriction is not arbitrary. It is the lore, enforced as a rule.

Who she was

Legends in snowy regions say that a woman who was lost on an icy mountain was reborn as Froslass.
Pokémon HeartGold

That is the whole origin, and it explains the gender lock completely — Froslass is female-only because the thing it is said to be was a woman. The mechanic and the myth agree, which is rarer in this series than it ought to be.

It also places Froslass squarely in the yuki-onna tradition: the snow woman of Japanese folklore who appears to travellers in blizzards, is beautiful, and is lethal. Froslass is not a loose reference to that story. It is that story with a Poké Ball around it.

What she does now

It freezes foes with an icy breath nearly -60 degrees F. What seems to be its body is actually hollow.
Pokémon Diamond

Two facts in one line, and the second is the one that changes the picture. The body is hollow — what you are looking at is not a creature so much as a shape held together, which is what you would expect of something the entries describe as a spirit rather than an animal.

Platinum then supplies the detail that most people remember, and it is worse than the freezing.

It freezes prey by blowing its -58 degrees F breath. It is said to then secretly display its prey.
Pokémon Platinum

Display. Not eat, not store — display, and secretly. Froslass freezes things and then arranges them somewhere private so it can look at them. That is a collector, and the entry is careful to note the collection is hidden, which implies she knows perfectly well it would not be understood.

The uncomfortable symmetry

Put the entries in order and the arc closes on itself. A woman is lost on a mountain in the cold and dies there. She comes back as something that walks the same mountain, and freezes travellers, and keeps them.

The series never draws that line for you. It just publishes the origin in one game and the behaviour in another and lets both stand. Whether Froslass is taking revenge, or repeating the only thing that ever happened to her, is left entirely open — and it is the reason this one has stuck around in a way that a straightforwardly evil ice ghost never would.
